I am not an expert in this area but I did have some experience with a licensed products business about 10 years ago. We were making signs, banners etc for a company that would set you up as a distributor of licensed products.
I believe as the potential manufacturer you need to approach the leagues...NFL, NBA, MLB and NHL. They all have a license group. Be prepared with a good business plan. This is big business to these organizations. For the university/college teams I believe the organization is the National Colegeiate Athletic Association (NCAA). There may be other organizations that the smaller schools belong to.
