I had that problem with windows 2000 .. the solution was silly but it worked ... change the time zone to Australia, install the patches, change back..

Problem
When you attempt to install CorelDRAW 9 Graphics Suite Service Pack 1 or CorelPhotoPAINT 9 Service Pack 1 on a computer running Windows 2000, you may receive the following error message:
This Service Pack is intended for the English release of CorelDRAW 9 Suite and CorelPhotoPAINT 9 Stand Alone Build 337.
NOTE: You receive this error message even though you have the correct version of the software installed on the computer.
Answer:
Use one of the following methods:
1. Contact customer service at 1-800-772-6735 and request the latest CD.
2. Before you install the service packs, change the current TimeZone to GMT +8:00 Perth by using the Date/Time tool in the Control Panel.
3. Uninstall the program, change the current TimeZone to GMT+8:00 Perth and the date to 1999. Install DRAW from the cd, reboot, install service pack 1, reboot, install service pack 2, reboot and reset your date and timezone.
4. Uninstall the program, and then install the program again from a Microsoft Windows NT 4.0, Microsoft Windows 95 or Microsoft Windows 98 Network share.
Details:
CAUSE: This error message can occur because Windows 2000 offsets the file dates on the CD-ROMs for the current timezone and Corel uses the file dates to verify the criteria for installing these service packs.
