Rui, tell us a little about what it is. Just a few simple letters or a tiny, hard to weed, detailed logo would make a big differance. $2 ea and the customer would have a fit. John

I would find a screen printer nearby. You cut the amberlith (several up)... and make yourself some money without doing much work.

You could have them screened on clear vinyl. I don't know what they say or what the purpose is. But 1000 small 'decals' is alot to weed.

If they just have to be vinyl, screenprinting could be the cheapest. If they have to be CUT vinyl then that changes things, I do a lot of decals in cut vinyl, screen printed vinyl & digitally printed vinyl (with & without cuts)
If they want the letters "floating" on the glass without the excess clear material that results from printing on a square pc. of vinyl, then they will pay more for that.
If they don't mind basically a bumper sticker printed on clear stock, then I agree with Cheryl. If they want the minumum of excess vinyl, then cutting, weeding, & masking is the better looking, more labor intensive, & expensive way of doing this. I would worry about the "thin" outline you mentioned. I'd say invest $10 worth of vinyl in running a test batch where you time the cutting, & most important the weeding. You should be able to decide how much material & time is involved for 500 pcs. & price as low as you would be happy with.
I do a lot of "cut" decals on the gerber edge where a contour is cut around the perimeter of a design but within that I print lot of complex detail that ranges from difficult to impossible to weed, but the only weeding needed is the outer shape. This often achieves the same high-end contour cut look, but for the added cost of thermal printing, I save a huge amount of labor cost.
Also I should add that before I got my own edge I sold a lot of jobs like this & paid a wholesale price to another shop & was still able to sell a lot of this type of work at mark-ups of 150 - 200%
Here are some examples of potential weeding nightmares that were produced on the edge with a minimal of weeding & still basically a die-cut look.

This sounds like a job for the "Edge".... 1 color cut to shape, I don't think something that small would need masking, 75 cents each and it don't really matter if there's 500 or a 1000.

The Edge would be faster But, Silkscreen with a die cut will make you more profit with a 1000 quantity if you can wait more than 2 weeks to get it You don't list what colors you need,on clear you might have to underbase with white 1000 decals 11 to 17sq" = about 16 cents for 1 color,2nd color add 5 cents, die charge about $86? (square or round no extra charge) Up Sell the job with a 3rd color for another 5 cents a decal So a 2 color die cut decal on clear would cost you about 30 cents each

Time yourself on plotting, weeding, masking, taping and cutting ten pieces. If that takes 10 minutes to do it'll take over 8 hours to do 500 of them. At $65/hour plus materials I'm guessing I'd charge about $1.50 to $2.00 each (1 color).
