3M 5900 Luminous Film is one, and the afore-mentioned Gerberglow- 5900 is thicker, hence lasts longer. Outdoor, too, short term. Screen-printable, EDGE-ready.

I have a stripe of Gerber Glow around my office wall near the ceiling. When I turn off the lights I have a glowing greenish stripe. It lasts a half hour or so.
