I have both win98 and ME. I don't see any way to do it although many say you can. I don't even see it mentioned anymore in windows help files. It is so I can run a small DOS program from a floppy. Thanks... Jack

Jack...In Win 98 you can create a boot disk quite easily. Go to start>settings>control panel>add/remove programs>and then click on the "startup disk" tab.
I don't know about Win ME but in Win 2000 you need 4 floppies for the "emergency recovery seystem", or set up bios to re-boot from the CD.
Come to think about it...In Win 98...Why not just hit Start>Shut Down and choose "re-start in MS DOS mode"?

Windows ME was Microsoft's stopgap OS to ween people off of DOS. They did so (rather poorly I'm afraid) by removing the ability to easily get to DOS, be it in the start up menu (F8 at boot) or with a boot floppy. The other bad idea they came up with was removing the /s command, so you couldnt format a hard drive (I've never tried a floppy, I'll defer to Mark on that as it being possible) with the system files already on it.
Win98 (both flavors) has the ability however for all these commands.
