Looks like an airbrusher's pallette to me. I use one to test the tip size and practice different strokes with the air brush when working on a project.
Just my guess.

My lettering easil gets to looking like that also. Guess this identifies who uses vinyl, chisels, and paint. I see the painted circles where the perforated vinyl was painted, where the airbrush spray was tested, but you neglected to show that your clothing might match.

I figure on ebay that could go anywhere from 15 to 30 thousand USD if you fluff it right. I would say something like :
