We're doing a nice redwood sign for a Dr's office complex.28"x94"..2 layers of 2"x8" redwood .. Brackets are in the works and will be attached to the ends of sign and then bolted to upright brick pillars. There will be 5 small signs under that will identify tenants.4 1/2"x48" ... I have used eye screws in the past for smaller signs under big ones but this application with 5 boards will really be "flappin in the breeze...Yes?"

What I've done before is use allthread screwed into the large sign and extending through holes all the way through the small signs. A piece of tubing or pipe acts as a spacer and hides the allthread between signs. A nut countersunk into the bottom sign holds it all up. They make inserts that you screw into wood that has inside threads for the allthread. Or you could epoxy the allthread into the big sign.

So the brick pillars are 96" apart? And your 'riders' are only 48" right? With a little re-design, you could almost fit two abreast with the fifth one centered underneath. That would let you anchor the first two rows of riders right to the pillars.
If that won't work, then something like the suggestions above for a rigid rod or edge-strap would at least keep them all swinging in unison. Since they'll weigh more as a group they won't swing as wildly as individual panels would. If it all is still too loose, some stop chains on the bottom panel might be in order, to limit travel.
