We have aa customer e-mail me a graphic that some people design for him and the grapphic is very low resolution and We have to enlarge it and print it on vinyl, We need some body help us to raise the dpi that has small pixel. thanks.

Linda, I will explain it as simple as I can. You can raise dpi through emulation only. It is called Resample in Corel paint, and a few other photo editing programs. It sometimes works ok and sometimes gives worse results. For instance if only 10 people come to your party and you wished that you had 20, then by resampling you would 10 sets of twins or the offspring of those in attendance. Usually not what you were hoping for. On a photo image, this would take out the grain but add fuzz. bronzeo

Right. Increasing the resolution on a photo will give you more pixels, but the same color information is there so it won't look any sharper. Kind of like trying to scan a blurry photo and expecting a sharper image by scanning at higher res. You need a higher resolution image to start with.
It sounds like your customer sent you "web art" which is normally around 72 dpi. Only your customer can really improve the quality. You can "fake it" as susggested but I would contact your customer and ask him or her for better artwork and explain to him you can't improve ....only duplicate...at best.
