I hava a cutomer that want's me to adhere 1" thick wood to the back side of a piece of 32"x48" 3mm PVC to create a frame to hang the sign with. They don't want any screws/bolts/nails etc... in the face of the sign so it will have to be some type of glue to do the trick. Any suggestions? This sign is headed for New York so whatever I use has to be fail safe as I really don't think it is within my budget to make a cross country trip for a repair job.

Yup. Use PB240 between the uncoated PVC and the UNprimed wood surface. It's strong and permanent. Bye...............
Forgot to mention, sand the PVC with a rough sandpaper.

As long as the wood isn't pressure treated, scuff the pvc, use liquid nails.Done it several times, works great, follow the instructions.Cost you about $4.00 per tube, at any hardware, or lumber yard. doc
