The city does state that the permit needs to be pulled by whoever installs the sign. However, they require that to be a licensed contractor.
Whoever pulls the permit is liable for the install. If you pull that permit, and that customer installs the sign incorrectly, you are liable for the consequences there.
Hiring a licensed contractor to be responsible for both the permit and the install is what is required in my area.

Apart from being a licensed contractor, most places have provisions for the owner/builder to do it themselves, as long as they have proof of workers comp for anyone they might hire to assist on the project.
We've obtained permits for others. We've had a liability release for them to sign, and charged a fair bit more than our normal rate to do this. When this happened was for out of town installers that wanted to just show up and do the job, but couldn't afford to send someone up here possibly several times prior to doing the job.
