For a $30 registration fee, you can protect yourself. I interpret the law to read that the violator is responsible your initial loss, (time & money invested in creating the design) plus any profits the he made with the use of your design. It appears that in the worse case scenario, you'll get a minimum of $200 plus legal expenses. The best case may be $100,000 or more. If you copyright your work & enforce it. Not bad for a days work.
