I'm needing to install a vertical banner. I don't have time to order banner hem tape. What
can I use to fuse the banner around a 3/4 inch bar? I was wondering about pvc pipe cement.

Just use a strip of double sided foam mounting tape. Be sure to leave enough slack so the pole or rod can slide in easy.

Maybe multiple grommets or rivets (every 3 or 4 inches) if you don't have double sided tape.

Buy some carpet tape. It is heavy duty double sided tape.
