Karen...converting to AI is as simple as selecting the file in your graphics program and "exporting" or "saving" as AI.
What graphics program are you using?

Yes Karen, If your program called CoSign won't let you create or modify vector files itself, you will need some sort of graphics program.
The two best ones are Adobe Illustrator and CorelDraw.

CoSign appears to be a variation on CoCut Pro but a stand alone application rather than a Corel or Illustrator plugin.
You should be able to create your vector graphics and text right within it or import an AI or EPS file if that is being provided or pulled out of a clipart collection.
If you are trying to create a vector file for driving a plotter from a scanned file then you should either use CoSign's tracing feature, trace the scan by hand with a pen tool, or get a copy of Adobe Streamline and autotrace your scans there. Streamline will then save an AI version of the autotrace.
