I have a client who is going to fly me to various cities to paint signs for them. They will pay the air fare and lodging expenses.
I charge them now by the hour for the work- painting, but was wondering if I should charge them (a reduced rate perhaps?) for my secondary time (away from home). And what percentage?
Also, should I charge a per deim (sp?) for meals. Is there anything else I need to request? Is there an optimum way (for me) to handle this situation?

A per diem rate may be less paperwork on both ends and allow you and him to budget things easier. The following link will get you to some IRS and other info on this.
