well...i'm almost embarassed to say...cause this is how mine is made(and yes it's lame for now). but...they have templates already made up and you just insert your own pictures and captions...i just don't have the time to learn yet another software or $$ to shell out to hire someone...i use freeservers.com. there are different levels, not all of them are free, when you pay you don't get all the pop up banner ads and there's other cool features...start off with a free one..build it the way you want then pay for an upgrade...i guess it depends on how mentally challenged you consider yourself.

Fireworks is fairly easy to use and comes with tutorials built in with the software. Xara webstyle is another. I've built a web page with Frontpage and it was fairly painless, but there is code that Frontpage inserts that not all web servers support. Most do, simply ask the web hoste if they support Microsoft Frontpage Extensions.

Templates by the dozons, easy to follow, writes its own html, has wizards to guide you along, step by step building of a site. Highly recommended for beginners. Inexpensive allows you to insert photos, graphics, code, and flash. With Net Objests Fusion you can do what the high powered web site builders can do.
I used it and put up a page in just a few days. Where with Dream weaver, Flash and other stuff products I was still reading the quick starts.

I use FrontPage for 2 reasons... 1. My ISP recommended it cause it's real easy to upload to their stuff. 2. I don't want to learn html & all that other stuff.

Ditto with Net Objects Fusion- it's a real no-brainer. I found it best to start with that, make the site, then later open it in Dreamweaver and edit it to become more customised. The difference between the two is like the difference between Photoshop, and some of these quick-print programs that come with scanners- one does everything for you, giving you a few choices inside its own range, all automated, the other is wonderful, does everything, but you need to know how to work it first. Opposite ends of the scale. Later you can set it up in Dw properly. The only other difficulty is terminology: one "Publishes" the site, one "Puts" the site' if you don't know the equivalent terms, you'll be stumped for a bit, until it all falls into place. Last March Net Objects Fusion was free with certain computer magazines, provided you registered online in that month. Dw is great, so is F'works, but I like Photoshop & Image ready. On the other hand, who am I to talk- a beginner too. We've not long had the site up, and it's very incomplete, so I won't list its name yet! Good luck!

I've used Frontpage on the past, but am using Netscape composer these days.
A few years back, Corel had a web page maker. I tried the trial version and fell in love with it. It was nice to have a web page maker that had the same "feel" as Coreldraw. Never did find out what happened to that one.
