I got some motocross decals the other day, and noticed the backing paper says "Scotch High Strength Adhesive" on it. Can anyone tell me where to find it? It is clear and measures about 16mil, does it come in colors? These particular decals are printed, but the thick clear is over top of the printing. Anyone know anything about this stuff?

Jon's right, check with 3M and ask for 8672 polyurethane "helicopter tape". it's a 8 mil clear with high adhesive. your MX decals were probably printed on it, then laminated with a second layer.

what Scott said about helicopter tape---that's the stuff...we used to use it on IndyCars/Openwheel cars---protect the leading edge of the spoilers and sidepods from chipping---we used to buy it in 3 or 4 inch rolls and apply multiple pieces for protection.
as for printing on it, it's probably a standard decal with this overlammed on top.
If you're checking out the 3M site, you want an adhesive that has LSE (low surface energy) characteristics. This will allow it to stick to oily plastics and polypropylenes that continue to 'leach' plasticizer, causing the decal adhesive to breakdown.
Gerber has an EDGE product called PermaGrip for EDGE printing---only available in white, but it sticks to nasty stuff great!
