"Closed" would also imply the surveillance is no longer in operation, exactly the opposite of the intended point. The word you want is "close". "Close" is close enough (I just HAD to say it!)

Is the sign supposed to say "close", meaning being under careful watch, or is the idea to refer to being monitored by cameras, as in "closed circuit TV"?

I would favor "closed" surveillance, as in a closed system.I would read it that closed implies secret, or not open for all to see.A private system, closed to the public.....

Hi Elaine. Perhaps the best approach might be to call the customer and ask for clarification as to THEIR meaning and intent. Closed could make sense if they're referring to a quarrantined area for instance, or an area that's "closed to the general public", but is under video surveilance.
An unrelated Proper English question:
Is the past tense of "stink".....stank or stunk?

I would stick with "close surveillance"- the other option may be valid grammatically, but it means something else not in prevalent use- the public perception of this phrase would dictate using "Close".
