I wouldn't worry about insulting those UNION employees by pointing out their imcompetence with a sign like this! (They can't be fired so why not insult them?)
My first reaction was much like Bruce's. I just don't have that problem. In fact, I work hard to keep them here. Our people make us succeed! However, in your defense, I have worked in places where that sign is necessary! That's why I work here now!

I have an employee whose unique and valuable skills are occasionally offset by somewhat challenging opinions regarding responsibilities, etc., so I posted the following on the paint cabinet next to his time sheet. It has helped.
CAMERON'S RULES FOR LIFE (Just a few things to keep in mind)
1. The boss is always right. That would be me.
2. When things go wrong or don't work out like we think they should, its my ass on the line, not yours.
3. You don't work here as a favor to me. I don't pay you as a favor to you.
4. The possibilities for the success of any request for a raise is inversely proportional to how long its been since you asked for a day off to go to the beach.
5. Finest Kind Signs is not a commune, a co-op, or a democracy, it's a dictatorship. And I am His Excellency Generalissimo El Supremo Commandante-For-F***ing-Life. This should be your starting point in all negotiations regarding time, responsibilities, and compensation.
