Randy, most digital cameras come with software that will let you shrink the photo size.
If not, then go to www.irfanview.com and download their freeware. In the image tab, select resize and choose your dimension. Be sure it is set to proportional if you have the option. Vic G

if you have corel photopaint open your image then pick Image in the top menu click on resample choose pixel width ±400 dpi (or whatever size you wish) and save as a jpg

Photoshop: open, new open the photo image/change size to about 2-4 " wide save as : new name and save on desktop as a jpeg do not save in Photoshop when asked
now attach to anything, anywhere

Usually most dig`cameras have settings that can change the way they take photos. HQ & SHQ High Quality and Super High Quality These represent the file size in pixels, image size, and resolution.
I'm sure if you read your manual, you'll find how to adjust these settings.

In your bitmap program, do all your darkroom magic at a high resolution, in .bmp, .tif or the native format. Then resample the image to the exact size you want, at 72 dpi. Mask off the bright areas and sharpen the dark areas. Save As .jpg. Post image.
