I would look into real enameling supplies, which are obviously about the same as powdercoating paints as they work in the same manner. Epoxies will even break up at 450 degrees so fireable enamel sort of like china paint is the only thing that will take the temp. Enameling powders or paints are quite different than what paint shops call enamel paints. Kind of confusing.

Thanks Jack! Will look into your suggestions and keep you posted. Got some info from Superfrog too, explaining the powdercoat deal and why it can't be done. Best bet... to scuff powdercoated surface, then stripe w/ one shot w/ hardener added and spray automatice clear over everything. Will keep you posted if we discover anything "interesting" Thanks to all!

Just so you know real enameling, is ground glass and melts at a much higher temp. Than powder coating China paint is a ground powder that is mixed with an oil that drys out during firing. Again the temps used in firing China are higher than powder coating. also the cost of the powder paints for china painting are probaly thru the room now adays. 40 years ago. when my mother was practiing china painting the paint came in small glass vials about 1 1/2" long. They were sold by weight. greens, reds and blues the most costly. the gold and silver were gold and silver dust and cost an arm and leg. The Frog's idea sounds like it would work and be cost effective.
