You have to keep spritzing it on and scraping with a squeegie and eventually the paint will start flaking off. Not as harsh as the oven cleaner, but takes a little longer.
Make sure you wear gloves cause it'll suck all the moisture out of your hands!
At PSS Sacramento Harvest Moon Gathering, Dan Feusi of Dan-D-Signs Sacramento 916-689-2202, demonstrated how to strip a vehicle with a commercial quality restaurant steam cleaner. The gadget has a little boiler in it. Dan rigs the hose with the rubber part of a toilet plunger, creating a little steam oven that softens up the vinyl and adhesive but does not damage the paint. You can put your hand in the steam about 6" from the nozzle without burning yourself, so it is also safe to use.
Everybody who watched him was wowed by the demonstration. The tool is expensive, around $1,000, but for someone who strips a lot of vehicles, the cost recovery in labor savings would happen quickly.
You might be able to rent one if you knew what to ask for. I'm sure Dan wouldn't mind your giving him a call.

I have a techique that always works great for me, although there is a little muscle work involved:
Apply DuPonts "polishing" compound with a rag that has been wetted with "rubbing" alcohol. I emphasize polising compound here, NOT rubbing compound.
Work in circular motions (keep it wet), and once the surface of the paint breaks down it will start coming off easier. I usually do all of this by hand to ensure a clean finish. Depending on how long paint was on vehicle will determine end result. I have done many like this and have had vehicles looked like they were never painted.
