Steve,

I just ordered that exact order yesterday! 20 yds black, 24" spliced in half. My supplier cuts them no problem. If your supplier cannot provide you with that service, I would consider ordering it somewhere else. If you are really stuck I could order it for you (I live 2 hours from you in sask)

I'm with Rick on this one. It may not be perfect but it will work.
Just run some application tape around the cut area to hold things in place.

if its a 10 yrd roll, you can put a piece of tape where you want it cut, set it in your "vinyl tray"(the little tray that you set your roll of vinyl in for cutting)take a sharpe new razor knife and put knife on roll, and then rotate, cutting a littel at a time.....when you get to the cardboard center, use a utility cutter.

What Rick says will work, but I prefer to use a bandsaw. Tape the edge good. Draw a line around where you're gonna cut, using a straight piece of magnetic material works fine. Works fine as long as your bandsaw is deep enough.

I do know that a band saw will not work for transfer tape. It melts the adhesive together at the cut ends and will not peel off well.

Steve,
I had this same problem not long ago. I took the vinyl roller from behind my plotter and taped it down to my work table. Making sure it was square. I then cut a 2"x4"x48" in half and mounted a new #11 exacto blade to the end of one half and then scabbed them back together so the blade was in the middle, Then I mounted it about 6 inches in front of and directly in the center of the roller tray. I then realized I needed to make sure the vinyl couldn't travel one way or the other (sideways), so I made a set of, (for lack of a better word), bookends. I placed them at the ends to keep the vinyl from going off track.
When I started cutting vinyl it worked pretty well. I think it works well enough for most of us. It's not a perfect cut, but it's not ragged along the edge like when it's cut on a saw. I just rolled the two pieces on tubes as I pulled it thru. Of course, it takes more than one person , especially if it's a very large roll. Mine was 2-48" logs of black HP and I needed them cut down to 24" to fit my Roland. My helper and I had the job done in less than 30 minutes. Hopefully I explained it well enough for you to understand, if not, feel free to call me at the shop anytime.
See ya, R.T.
