Is that the entire ad posting? The one's here usually contain a clause, that a check or bond for 1/2 of the amount to the entire bid price is to be held by the city department of purchasing. That keep me away from that kind of bidding.
I have recently gleaned a few of these opportunities as a bi-product of a research project I have been conducting..and quite truly haven't looked into the details of the tenders at all.
From what I have seen, I don't think that there is any bond necessary for bidding on tenders from any level of government in Canada...probably because they've already taken most of what we earn in taxes.

I'd go for a contract like that if it wasn't "a little bit" too far away from here. Thanks to this board I managed to get into this kind of work and will be starting on the first ice job of the season next Tuesday. But actually I just wanted to say hi to Mr. Aston See you soon!

Jon, it depends on the tender and the size of the job. We've done hospital signage jobs in the past that required performance bonds, payment bonds, and insurance up the ying yang. It can be fairly daunting, but it's the price you pay to do the big jobs.
