Any auto supply store that mixes paint for body shops will have flatting agent. It is usually in a paste format and you do have to play around with it to figure out how much to use.
Others have used talcum powder but I preferred to use a product designed for use in paint.

1Shot has a flattening agent too. If you are pressed for time, baby powder (talc) will probably work. It tends to get lumpy when going for a dead flat but an old porcelain sign probably still has some sheen left to it and you might be OK.
