My prints are slightly out of registration when I cut them.I've printed a black bar 11.8 inches tall by 1/4' wide. The bottom of the "Y" axis has shifted (skewed) to the left approx. 1mm compared to the top.
Is there an adjustment to the print head? I'm sure it's the printer as I have checked it with another plotter and the same results. I have also tried different vinyls.

That's a strange one. I think the "Plotter Doctor" in Paramount, CA knows more about them than anyone outside of Gerber.

When as the last time that you cleaned your sprocket teeth on the drive wheel of your printer and your plotter ? Gum build-up on those teeth can affect how the vinyl "seats" under the printhead when the pixels are being printed. It can also affect the quality of your cut, if your plotter teeth are also gummed up. Try a thorough cleaning, and see if that cures this problem.
When doing this chore, I used to use a weeding pointer to get the bulk of the mess off the individual teeth. Then I use a toothbrush and some isopropyl alcohol to finish up.Then I applied some clear silicone wax to the individual teeth, using a q-tip. The silicone wax is the type that you apply to footwear th waterproof them. This prevents the gum from sticking to the sprocket teeth, and lessens the times you'll have to do this routine maintenance chore.

Thanks Chuck, Ken,
The sprockets are clean, and I have tried different foils and vinyls. I have 2 Edges and they both print the same. It may not be the Edge2 , it may be the enVision cutter. I did print the test alignment line from the Edge menu and when placed on the cutter, I moved the knife head all the way to the left and held the knife down with finger pressure and used the slew key to move it to the right and the cutline was perfect?

Hi Bruce.
I assume you use the "bleed" setting before sending your print to the plotter ? If you do, perhaps you might try increasing the bleed number a tad higher than the default setting. If you do not use this feature, try it. It will give you some additional wiggle room when registering cut to print.
