No, you don't have to pay. You may have to sign up with an Adobe ID to save a color combo, but those are free.
Kuler has been around for more than a few years. Impressive, but if you want to really see what can be done, click "create" at the top of the page and start playing with colors like you've always wanted to.
My only real complaint is really more of a wish. It helps put together 5 color combinations, and I'd like to have some control over that, since I'm more of a two or three color guy, and don't often use that many colors in a layout.
