Yes it's just mildly annoying, but I'd still like to get it fixed. Upon start up my laptop displays this message.
C:\Windows\AppPatch\AcLayers.DLL is either not designed to run on windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support.
Hit OK and it pops up again and then a third time then everything seems to run fine. I googled the problem and found one possible solution which was to go to the command prompt and type in sfc/scannow
Did that and after the scan was over it displayed this message.
Windows Resource Protection found a corrupt file but was unable to fix the problem.

Dave you need to run chkdsk to make sure there aren't any corrupt file sectors on your hardrive before you do anything,..this will mark any bad clusters on your hardrive that may have been written to and tell the system not to use them anymore to prevent this problem in the future,..Occaisionally file clusters go bad and the data written to them becomes corrupt,..it is a common problem with all hard drives and if the chkdsk utility doesn't find alot of problems you shouldn't have alot to worry about,.it just happens from time to time and that is the fix windows puts in place to battle the problem,..the utility can be accessed when you right click your "c:\" drive and then click properties in my computer(xp) and computer(vista and win7),under one of the tabs is a "check for errors" option button and you will need to click it,....
edited to add,...if you are running vista and or win 7 you can hold down the f8 key during the boot sequence and choose the startup repair option and it may just fix this for you without having to reload windows,...

Just did some research into this problem and it seems it is a bad update you will need to uninstall windows update KB935280 to make this problem go away,....on some 64 bit systems it causes this problem

Have you recently updated ie8? some sources put that as the culprit,....pthers put the culprit as possibly malware disguising itself inside this file,...I would download malwarebytes and run it in safe mode,..if you don't get a hit on malware then try the startup repair I posted above,...

Turn off all updates. They are almost all not needed. They usually address some obscure hardly noticed little problem 99.9% of us would never know existed. Others take away some functionality of your machine even tho most would never know it is gone.
Such as the ability to capture steaming video that was taken away in an XP update.

Installed malware bytes. Problem still persists. IE is updated. Wondering if just reinstalling Windows would fix the offending DLL? Is reinstalling Windows a big deal?

Locate the dll file on your system and rename it with the extension ".old" Re install the original file from your Windows installation disc into the same directory.
Hope this helps... Rapid
