Jeff, why not try to reproduce this on another wall in your town? Approach a historical type group, and propose it to them. Many times there are people willing to fund something like this. I would take some good photos, get a roll of 48" kraft paper, tape it to the wall in sections, wipe it with mineral spirits and trace a pattern. Don't let this get covered wiht siding. I pass that everyday! Isn't it amazing/ I was interested in approaching the owner and would like to refurbish it! It's the talk of Loves Park! I wonder what else is going on the other buildings as they are built tightly together! We still have a root beer drive up a couple blocks away too!!
