Would I be safe hand lettering some outlines with 1-shot over 3M reflective vinyl? Some frog juice in the paint to help adhesion. To do these outlines in paint vs. vinyl, would be so much easier for this job. Thanks.

Do yourself, or whoever has to remove it, and put a layer of black vinyl inder that reflective. Just make it a bit larger to act as an outline or outline/dropshade.
Reflective is notorious about difficulty in removal.

I've used Deka waterbased lettering paints(now out of business) but think Ronan waterbased would work, it's for vinyl.
