well both 'U's and many other duplicate letters are different- I'd say a handwritten 'make-it-up-as-you-proceed'.ttf
I've not seen one set like that before.

I agree with Stewey, that's got to be hand done...unless someone went to the trouble of creating a font with a bunch of "alternate" characters. It looks close enough to a lot of the casuals that it would pass the "horseshoe/hand grenade" test.
