Because the word is already possesive does adding an apostrophe equate to a double negative?

I'd put the apostrophe after owners, collectively, as per Dave's second line- and assume multiple owners of multiple items, rather than a single owner of a single item.

Owners is plural, but not possessive until you put an apostrophe with it. An apostrophe before the 's' indicates possession by one owner. An apostrophe after the 's' indicates possession by multiple owners. "We are legion"

Well I know the rules, but the apostrophe signifies ownership. Owner already does that. If you say Kelly's car that means the car that Kelly owns. If you say owner's car that is like saying the car that the owner owns...a tad redundant methinks. It just looks wrong to me. Now what - I have it approved the wrong way.

Duh - I got it - the car belongs to the owner, the risk belongs to the owner of the car.

Private Property No Parking (or Parking by Permit Only...) Violators will be Towed at Vehicle Owner's Risk and Expense.
I don't like thinking that the owner of the property can also be considered the "owner" that runs the risk and expense. I would be the idiot to challenge that wording in court - "It said that it was the OWNER'S expense. He's the one that moved my car!"
I'd probably lose, but I'd sell him a new sign

The sign says Vehicle and contents left at owners risk. I think I'll leave the apostophe out and that way if they try to challenge it in court no one will know what the sign says.

Owner is a noun, like the words actor or builder. Adding the letter s makes the word plural - but an apostrophe is required to make it possessive, as noted above.

Note the abundance of apostrophes. Be sure to charge for them, and don't worry if they're not all in the correct places.
