I have received an eps design from another person but when I try to open it is says "%1 is not a valid Win32 application. I can import it but it doesn't allow me to make changes. Any help!

What software are you trying to open the file with? It would also help to know version of the software and your operating system too.
If I was to take a guess, it's probably a newer format of an EPS file that your software doesn't recognize. You may have to ask the client to dumb down the file(save it as an older version).

An older version of .eps may solve problem. However if you can import it OK and you can't edit the image. I would say that sounds like an embeded bitmap image.
Now you may have to teach your customer the difference between bitmap and vector images....

Another possible thing may be that the image is "locked" also.
Knowing what program yopu are using to open or import it with would be very helpful.
