I need to paint a sign with a dull flat type of paint but also need to apply some vinyl on top of some of the paint. I understand mirrow glide paint works with vinyl well but the sign cannot reflect any light as it will be going inside a church. I am putting this on pvc. I thought of applying vinyl first then painting over and cleaning paint off off vinyl and touching up paint. What is best chemical to use to get paint off of vinyl? Is there a paint that I could use that will not reflect light that vinyl can be applied to? What are your thoughts on putting a clear type of laminate and if so what type of laminate (that will not reflect light)over sign after sign is finished? What about using mirrow glide simi-gloss and applying some type of laminate over it so it will not reflect light? Any help is greatly appreciated!!

do the whole job then clear it with a mat finish clear. I'm sure that one of the sign paint companies make a mat clear or you can get what we used to call 'flattening compound' it's basically some kind of wax compound that you mix in paint that makes it flat instead of gloss.
Hidden ingedient on this one is X-I-M. Coat the PVC with X-I-M adheshion promoter first.
If you need a specific FLAT color, going to the local hardware store probably won't help. Mix the color you need with One Shot paints and add a bunch of baby powder to flatten it. Spraying would give the best finish, but you can roller it if needed. Once dried, the vinyl should stick.
Couple of thoughts... "the sign cannot reflect any light" Matte is more akin to a semi gloss finish, and will have a sheen to it. Skipping the clearcoat insures you'll keep the flat finish.
" applying vinyl first then painting over and cleaning paint off off vinyl and touching up paint." Overkill. Pulling masks off of PVC materials is also playing with fire. Without a good adhesion, you could wind up tearing a lot of paint off of the PVC if it dries too quickly.

Overkill again. Adding steps that aren't really effective or needed.
The real trick to this one is what I call "bridging". The X-I-M makes for a lot more options on what kind of paints can be used. It's the bridge over getting stuck with only latex as an option.
Dulling the OS paint gives you two bridges... 1: You can mix to match and not be limited by color availability in other flat paints. 2: The vinyl will stick to it.
