Hiya Stan, I use banner tape on coroplast. It holds quite well and it can be used outdoors. As for grommets, well, I've found nothing that works great. Using a grommet machine and self piercing grommets does the job. I've just learned to live with the dimples that are caused by the grommet pinching the material together. It's normally not a problem on light colors, but darker colors can require touch up with a permanent marker.

I once tested regular silicone too and it seemed to hold quite well but I'd give the tape a try.

I have a 3/8" & a 1/2" diameter punch- use that & a block of wood end-on to make the hole, then use grommets, & hand-set them with a hammer & theanvil that comes with them & you can choose how much squashing to do.
It's not as quick as with a machine, but it doesn't take long to do a dozen or so anyhow.
