Last week while we were trying to figure all that contractor mess out my husband sat down and wrote a letter to the County Manager. It went like this:

Mr. Fisher,

We have a Sign Business over here in Volusia County and have been asked to manufacture and install a sign in Seminole County. The question I have is what requirements will we need to meet in order to install a NON-ELECTRICAL sign in Seminole County. There is some confusion saying that we have to have a Specialty Contractors License, Sign Contractor. The only License that we are familiar with is Specialty Contractors License ES that is on the DPR site. That enables the holder to install and fabricate electrical signs. We do not fabricate and or install electrical signs. If in fact we do sell one it would be completely sub-contracted. The sign we proposed is for the Fern Park and is a basically sand-blasted sign installed between 2 pressure treated pasts. No electrical is required. We will get engineered drawings and follow all permitting requirements, but when we began the process we were told that we need to be licensed by the state.

Would you please send me the code that states the requirements our business will need in order to install NON-Electrical signs in your county. We have talked to the people the Florida DPR, and they say that there is no NON-ELECTICAL Sign Contractors License which is the contrary to what we were told at the permitting office today. If there is one please email me that information as well.

We have worked in other counties and cities and have had no problems with our current credentials, (Occupational License stating Sign Installation, Liability Insurance, and Workers Comp. or Exemption). We would like to carry our business to Seminole County as well, and want to make sure that we that we are in compliance with all the rules and regulations.

Please foreword this email to anyone who can offer us some insight. Feel free to look at our website to get an idea of some of the types of work we do.

Yesterday I received this email:


In response to your inquiry for the permission to obtain permits in
seminole county, for non electrical signs, after the return of Mr. Larry
Goldman, our Building Official, the following has been determined.

1. You will be allowed to apply and obtain a building permit for non
electrical signs to be erected in seminole county.
2. All permit applications shall be submitted with signed and sealed
engineering plans for sign assembly and erection with details.
3. The plans shall be designed for the appropriate wind design for the
location applied for.
4. Workman's comp certification will be required with each application.
5. You must maintain an occupational liscense in the county of seminole
and register with our department.

How much will the workers comp certificate cost you?
Do you have employees?
I'm surprised they don't require liability insurance proof...perhaps they just nail that on the engineer??

Rick,

In Florida you must be Inc. or LLC. Officers of either of those can file for Worker's Comp exemption Certificates for $50.

Only my husband and myself here and since we are both officers that is what we did last year.

We must have the insurance company fax a certificate addressed to the particular county/city/etc. showing our coverage I believe once a year.

That is what I like to see, Somebody in a building official position with some "common sence". Hard to find these days.
Don't forget to call the Utility Notification Center (locates).

i'm in Tallahassee and the LLC (Limited Liabitity Corp.)or S Corporation, exempts you from workers comp. but my employees have the woekers comp.and of coures we carry a million$ on the liabitiy coverage.
