Ata the edge head meet, they put the vinyl in the cutter upside down and cut the slits through the liner. (you will have to play with the force)

We did several hundred bumper stickers this way with a jig to run the tool along. Worked fairly well. I imagine that this tool would work even better than what we had at the time which was a cheap X-acto version.
You might want to check out the Michael's craft store across town, they might have something similar.
