Hey there.
I have been looking for the "RAMPANT LION" or Royal Flag of Scotland. The flag has an upright Red Lion on a Yellow field with decorative border. Can't seem to find it anywhere.

Where to find, where to find?

I checked my Corel clip art books and the Nova Scotia flag has a similar element.

On page 86 of the Corel 8 clip art book is a crest for Scotland that has something like what you describe. It looks to be very close to what is on the Nova Scotia flag. It is also found on page B120 of the Corel 6 book under "Crest, Europe".

Having lived in Calgary, Alberta for four and a half years and going through the first four grades of school there, I should have remembered that from my Canadian history. My teacher would give me a rap on the knuckles with a ruler for forgetting it.

The ruler I got in first grade up there was a foot long–now it would be a .3048 meter stick.

The Lion Rampant of Scotland is in Corel vector clipart, both in Flags and Crests. However, this is kind of a clunky-looking lion rampant, and I'd find another one or start from scratch!

As I understand it that flag can only legally be used by the crown. Betty owns the rights to that one.Anybody can use the cross of saint Andrew. That is if you bow to the crown.
I could be wrong, but I don't think so.
