Any ideas how I could paint or mark a Teflon treated PES (polyester) ?

Not sure if this will be helpful, but I used to do printing on waterproofed jackets and our way of removing it was to use acetone (also know as nail polish remover ).
Just a dampened cloth and some rubbing on it was enought to soften the waterproofing so it would accept inks. Fair warning though...be very cautious of the fumes. They can be overwhelming and ventilation is always important when using similar chemicals.

Desire...if it is really teflon treated....I seriously doubt that anything will 'stick "to it! Teflon is put on to keep EVERYTHING from attaching itself to the fabric!
Whatever you put on that kind of material will have to penetrate through the fabric and have a 'mechanical' grip, in order to stay on.
