Don't think that is a font so much as it is someone's hand lettered script.

Probably scanned and digitized a hand-lettered line of copy then. Notice how the lower case "a" in Harley is different from the one in Davidson? If you get a better photo of it, there should be someone on the board who can make a line of copy to match it - saying whatever you need to say. Good Luck.

That looks like one of "Hardly Movinsons" standard badges. It's not gonna be a font.
