The closest thing I see in my Gerber vinyl chart with the pantone numbers is the translucent lemon yellow which matches 3955. It is no match but being translucent it may work well over some other color.
A fairly good match shows up for Pantone #3975 in my Spectratone book (for printing 2 spot colors on the gerber edge to achieve a good solid color) This would be by printing process yellow over grey, so maybe trying grey under the translucent yellow vinyl mentioned above would also work.

Avery has a pantone series, not sure about your color though.

Gregory (tel 800-835-2221) will manufacture custom PMS colored vinyl. they mix the color in vinyl screen ink, then then coat some white vinyl with the ink. i think its limited to 5' lenghts. not cheap, but its the way to go if you have to match a color exactly.
