Mornin 'heads! Could anyone give me some idears on how to perform this snow/ice texture operation?

Three ways I can think of Felix...
Do it all out of the same piece - rout away a lower level, leaving the snowcap part raised, then shaping with chisels and rasps.
Split the letters at the snowcap line - either cut the two parts from different thicknesses and shape them as two sererate pieces (might be hard to perfectly match up the cuts), or cut the whole letter out first, then cut off the cap part, then shave down the letter part with a thickness planer or belt sander to the desired thinness.
Forget about carving the snowcap - just make your letters normally, then trowell on your snow cap afterward with a plaster. Not real plaster, unless it's for indoor use only, but any number of substances would work...Bondo, latex caulk, cement, Coastal Enterprises FSC-360, or a combination, to the desided thickness and smoothness.
I'd be inclined to try the last one. Good luck, how about posting a picture of the results?
