Are the Instant Messenger Programs specific to the ISP or services, such as AOL and Yahoo?
Can the AOL IM be used if that is not your provider?
Can a Yahoo account be accessed by a AOL IM user?

Inquiring mind needs to know before teenager starts experimenting on the computer.

Yes, all you have to do is download the AOL IM software and you get an AOL IM "name" - I IM with a friend of mine all the time who is on Yahoo but he has AOL IM.

Yep, you can use each company's IM program with whatever ISP you happen to use, that's why they developed those programs in the first place.. so their users could chat with their friends that are not on the service.

There are also third party Instant Messenger programs out there that are compatible with AOL, ICQ, Yahoo, and MSN which is handy because if you have friends on all those services, you only need ONE program to chat with them all. Check out this article with brief descriptions of them all.
