You are in luck. Photoshop does this sort of thing.
If you are familiar with Actions in photoshop, you can create an Action that does the resizing for you, as long as the images are the same pixel dimensions because the actions wont prompt you for the size of each image as it runs through the process.
Basically you go through the steps on the first image while the "Record" button is activated.. this records everything you do into an action.
Then you use the "Batch Processing" tool.. It's under one of the menus, I cant recall which one right now because I havent used it in a while but I know it's there somewhere.. it's not hidden very deeply..
That tool lets you specify the source directory, the destination directory, and the action to perform.
You might need two actions.. one for resizing the source images, and another to make the thumbnails to go into a different folder.
