As a former GA user, I know what you are going through. Flexi does some things gerber doesn't and vice-versa.
What I would do in your example is;
1.) set your document size 10"x15"
2.) draw a rectangle .25"x15"
3.)select that rectangle and hit CTRL+C (or go to Edit then copy)
4.)then hit CTRL+V (or edit then Paste)
5.)keep pasting until you have 20 of them (1/4"stripe+1/4 gap=1/2"x20=10"
6.)select all of your rectangles, and go to ARRANGE, then Align, then Left
7.)Back to ARRANGE again, then Spacing,Select the vertical spacing put .25 in the box and you have it!
Maybe there is a quicker, easier way to do this but, that's how a self-taught dimwit from Oklahoma (me) would do it!

1. Draw a horizontal line the length you want.
2. In Step-Repeat, make 11 vertical copies ½-inch apart.

If you want to create the whole image in your work area and then send to plot just create your first stripe to size and then do a multi-copy to your choosing and spacing. Send that whole file to plot when you're done.

Since stripes are so easy in Flexi, there are a couple more tricks: Before you trash a vinyl scrap, you can save it as stripes -- or not. When you do cut stripes, you may find that 4 ft is about the longest that one person can handle alone, without re-enacting the Oriental-handcuffs routine.
