Got a vinyl job lettering 4 pub front windows. There will be gold horizontal lettering on the outside with a black backing stip on the inside.
The windows were treated with a clear security window film on the inside.
What steps should I take in this situation ?
Is it still possible to do this job as I've described ?

It should go ok... as long as they never want to take the stripe off inside as it would damage the film trying to remove the stripe....

I'm not sure I understand the question fully but, if you are afraid of damaging the tint why not applty the black line on the outside of the window then apply lettering over it?

We do this a lot by masking an area with transfer tape, cutting out the area to be painted, then roll on a smooth coat of enamel (One Shot or the like) let it set overnite then apply the vinyl the next day.

I would recommend doing as Monte said, except I almost always do this with vinyl instead of paint. It's quicker, weather is not nearly the factor, and you don't have to come back again.
