It works. I would let the paint dry/cure for at least a week. Apply vinyl dry.

It should be OK but it also depends on the brand of the paint. Some paints have additives, like silicone, that will affect the longevity of vinyl adhering. If you have control over what paint is being used, I would stick to some specific ones that others have had good success with. We use a lot of Benjamin Moore Aura paint, some of the other lines of Benjamin Moore are not very good but the Aura series is good.

The vinyl doesn't stick well and it will cause you to have hemorrhoids...

You'll know immediately if your paint contains silicone. The vinyl won't grab enough during installation to pull off the transfer tape. I did a sign for a paint company and they insisted on using their paint on the background, but they still wanted vinyl lettering. When I couldn't get the vinyl to stick and questioned them they admitted they put silicon in the paint to make it "self clean". It was an industrial latex paint. I had to scuff it down and lay on the One Shot.

Footnote: This was years ago when One Shot was still good paint.
