A client has requested a sign with a flat black base and white vinyl graphics....can I expect any issues?

Cover the background with flat black vinyl commonly used for vehicle wraps. Problem solved.

I have read on this board that a flat finish paint could be an issue so that is why I asked for confirmation. I think what I will have to do is roll on white first, mask the logo, and roll flat black for the background.

why dont you use a WHITE background, stick vinyl letters to it.....THEN SPRAY PAINT WITH FLAT BLACK???? peel out the vinyl letters...wala you got a flat black background with white letters)))

Why not mask and spray the white?
If the base color is already black of course.

What are you using for the sign. Black DiBond has very little sheen and vinyl sticks just fine.

paint background with 1 Shot lettering black and put your white vinyl graphics on it and tell the customer that the 1 Shot will have a flat sheen within a couple of years (hahaha!!!!!!!!!)

3M got 2 blacks, one very shiny, one 100% matte.
