A BIG THANK YOU to Si Allen, who back in January gave me the prize-winning answer to my dilemma!
My 1-shot paint refused to dry on my vinyl banner. Here is what I do now, and it works great:
1. Wipe with lacquer thinner to remove the surface shine. Otherwise the paint just runs off.
2. Then, as Si suggested, apply a coat of vinyl floor wax!!! Yes. Dry a few hours, paint as desired, dry overnight.
3. Finished! Roll up but not too tight. Out the door it goes under the arm of the admiring customer. Cha-ching!

the best answers to thorny problems are usually something simple and rather fantastic sounding from a guy who has been on the planet for a while. Posted by Checkers (Member # 63) on :
I think Si has forgotten more than most of us could ever learn

What kind of paint sticks to floor wax?

Apparently, the paint soaks into it.

Sen the pics to me ... I will post them.
that "floor wax" is not a wax ... it is a clear water soluble acrylic.
