How about Vinyl Off?
I've got a lot of old decals that need to be removed from tanks before I can put the new ones on.

I've got the electric version and works great. Wheels wear a little fast, but the time savings makes it worth it. A little difficult to find on YouTube: jump to 1:40 in the vid.

I also have the electric version and use it to de-stripe ambulances...saves hours of work. You do have to watch that you do not spend to much time on any one spot as I have discoloured (yellowed) the white surface. A bit of rubbing compound has solved the discolouring. Wouldn't be with out it.

I use the air model on the hardest to remove vinyl. Especially reflective. I also use a $50 wallpaper steamer, a heat gun and Rapid Remove. Never had any luck with Vinyl Off.
