If I use krylon paint on top of 1-shot lettering enamel, will the 1-shot bubble up?

I've tried it, and 9 times out of 10 Krylon will lift lettering enamel....

I wonder if Rustoleum would work better? Krylon is pretty rough on stuff. It will destroy some vinyls. But I have used Rustoleum and it doesn't seem as harsh. Rustoleum requires about 8-12 hours to dry to the touch, but it seems to hold up much better in harsh conditions.
